ASEAN and EU embark on a new initiative to facilitate the bi-regional EU-ASEAN science and technology dialogue (uploaded on 30 January 2008)

The Nuremberg Declaration on an EU-ASEAN Enhanced Partnership signed in April 2007 recognises the importance of Southeast Asia as a region and calls for a deepening of the level of cooperation, including S&T, between the EU and ASEAN. In support of this call, the ASEAN Sub-Committee of S&T Infrastructure and Resources Development (SCIRD) and the International Bureau of the Federal Ministry of Research and Education (PT-DLR) of Germany, is currently jointly implementing a four-year project on SEA-EU-NET: Facilitating the Bi-Regional EU-ASEAN Science and Technology Dialogue with funding support from the EU’s 7th Research Framework Programme (FP7) in the amount of 2.9 M Euro.

Participated by 12 research organisations from Europe and 5 research organisations from Southeast Asia, the project aims to increase the quality, quantity, profile and impact of bi-regional science and technology (S&T) between the members of ASEAN and the EU. It is also expected to support the internationalization policy of the EU, and in particular the specific objectives of the FP7 for research and technological development and also contribute to the S&T foundation essential to the EU’s political, economic and social objectives. The establishment of networks and dialogues among research institutions in the two regions will also contribute to the implementation of various joint research activities addressing the priorities of ASEAN as spelled out in the ASEAN Plan of Action on Science and Technology (APAST) 2007-2011, particularly in the areas of bioenergy, climate change, food and emerging infectious diseases tapping the resources available within Europe such as FP7. Among the expected outcomes of the project would be (i) joint scenarios and setting up S&T related activities addressing the challenges of globalization of research, and (ii) strategic policy recommendation on future research cooperation between the two regions.

Hosted by PT-DLR, the key personnel of the 17 ASEAN and European organisations involved under the project met recently during a Kick-off Meeting held in Bonn, Germany, from 21-24 January 2008. Following a series of discussion, the Meeting was able to come up with an implementation plan guiding the project activities. Included in plan are (i) development of database of S&T policies, (ii) scientific conferences, (iii) experts meetings and (iv) workshops on common priority research areas of ASEAN and EU.
