ASEAN + Three Expert Meeting on Open Access Database (OADB), Tokyo, 26 February 2007 (uploaded on 5 March 2007)

The OADB Expert Meeting was held in Tokyo on 26 February 2007. Hosted by the Council of Science and Technology Policy, Cabinet Office of Japan, the Meeting was a follow up to the Japan’s initiative put forward at the ASEAN + Three Informal Ministerial Meeting on S&T and also at the Informal S&T Ministerial Meeting between ASEAN and Australia, China, India, Japan, New Zealand and ROK which was held in Kuantan, Malaysia, on 28 August 2006, to establish an OADB which could be used as a platform to promote S&T cooperation among ASEAN and the Plus Three countries. The Expert Meeting aimed to discus the implementation details on how to operationalise the OADB initiative. The Meeting was attended by R&D database and IT specialists from Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Viet Nam, India, Japan and ROK.

The participants discussed the proposed OADB concept and shared the following views:
(i) The envisaged OADB shall be developed utilising the existing databases already available in each country. The technological and financial circumstances of each country should also be taken into consideration in the establishment of the OADB;
(ii) Each country will endeavour to improve and operate their respective databases using their national resources. However, it was recognized that some countries (e.g. Cambodia, Lao PDR and Myanmar) may need financial and technological assistance in the development of their databases;
(iii) The interface and data to be shared under the OADB shall be in English; and
(iv) All participating countries should have databases that are shareable through open interfaces so that search engines can access them.

The Meeting also agreed that Japan will lead in further consultations with all participating countries to address technical and policy issues so that the design of the OADB could be agreed upon by end of March 2007.
